Our Project and Contract Management Services
Under the 2013 version of NZS 3910, this role is commonly known as the Engineer to Contract. Under the 2023 standard, the equivalent role is referred to as the Independent Certifier.
While the title has changed, the purpose remains largely the same: to administer the contract fairly, independently and in accordance with the agreed contract conditions.
This is often the person most closely involved with the contractor, site activities and regular project checks. They assist the Engineer to Contract or Independent Certifier by managing the practical detail required to keep the contract running smoothly.
We can act directly on behalf of the client, providing independent advice, monitoring progress and reporting back on what is happening on site.
We work with clients, contractors, consultants and approving authorities to keep the project aligned with the design, contract requirements and overall programme.

We assist clients through the procurement and tendering process to help identify the contractor who offers the best overall value, not simply the lowest price.
Our constructability reviews provide an independent assessment of a proposed design before construction begins. We look at whether the work can be delivered practically and whether there may be simpler, safer or more cost-effective ways to achieve the same outcome.
We assist with the planning and programming of civil construction projects, helping establish practical timeframes, key milestones and dependencies
Our role is to provide a realistic assessment, identify when plans need to change and help the project move forward without compromising quality. In some situations, temporarily stopping work is more responsible and cost-effective than continuing in unsuitable conditions and creating further rework.
Some projects require full contract administration from tender through to completion. Others may only need an independent certifier, a client representative, a constructability review or additional site surveillance at key stages.
