Built on Experience Since 1995

Civil Services (HB) Ltd was established in Hawke’s Bay by Niels Nikolaison in 1995 and
has grown into one of the region’s trusted civil engineering consultancies.

The leadership team expanded with Elwyn Smith joining as Director in 2017 and Brendan
Nikolaison becoming Director in 2024.

Today, our team combines more than 100 years of experience across civil engineering,
geotechnical engineering, project management, surveying and quality assurance testing.

While we’ve grown significantly over the years, our approach remains the same—deliver
practical advice, provide exceptional service and build long-term relationships with our
