Niels Nikolaison

Managing Director/Senior Project Manager

Niels is an Associate Member of Survey and Spatial NZ, a member of New Zealand Geological Society and is a Director of Civil Services HB Ltd, with over 30 years of engineering and construction experience. He started Civil Services HB Ltd in 1995 because there was a need for good quality, reasonably priced survey and setout. This quickly grew to site testing and project management due to demand.

Niels has been involved in projects in New Zealand, Western Australia and Pacific Islands including Project Engineer of the Emerson Street Redevelopment (Napier), Project Manager for subdivisions (Terraces, Te Awa, Kanuka Cliffs, Highbrook Heights), Contract Manager for Brick Arch Sewer Rehabilitation – inserting wastewater, stormwater and ducts in an old brick arch which was a first for NZ.

He has also been involved with and had a key role in:

  • HB Expressway survey & setout, design, settlement monitoring and as-builts

  • Christchurch Earthquake Land Assessment

  • Monarae Station airstrip design and construction supervision

  • Maraekakaho Irrigation & Frost Protection Dam

  • Matahorua Realignment Enabling Works on Matahorua, Black Stag and Samarkand Stations

Niels understands the need for good communications between project participants and assists contractors with costings and methodologies. He was an Executive committee member for HB branch Civil Contractors New Zealand.

Perry Smith

Director/Senior Engineering Surveyor

Perry is a Senior Engineering Surveyor with over 30 years’ experience. Starting his career as an Engineering Officer Cadet with the Ministry of Works, he completed a New Zealand Certificate in Land Surveying while gaining a wide variety of engineering survey experience with highway realignments, bridge replacements, investigation and construction set out.
Perry has been with Civil Services HB Ltd for 16 years working on a wide range of projects, with subdivisions being prominent. These include Te Awa Estates, Parklands and The Terraces in Napier and Northwoods, Lyndhurst/Frimley area and Arataki in Hastings.
He has been involved with the construction of Summerset retirement villages in Hastings and Napier.
Working for International Engineering Consultancies has provided Perry with work experience in Vanuatu, topographical surveying the Bauerfield Airport in Port Vila and projects in Hawkes Bay such as SH2 Matahorua Gorge realignment and Hawke's Bay Airport runway resurfacing.
Perry’s experience on a wide variety of engineering projects means there are not many survey jobs he cannot tackle.

Elwyn Smith

BE, PhD - Director/Senior Engineer

Elwyn has a background in physics and electrical/electronic engineering, and for more than 15 years now has applied his technical expertise and attention to detail to a wide range of civil engineering and surveying roles with Civil Services.
His skill range includes civil design, engineering surveying, plan preparation and quality testing. He regularly performs earthwork inspection, testing, supervision, and monitoring for local projects, typically on behalf of geotechnical engineers who are unable to attend as often.
While primarily focused on projects in Hawke's Bay, he has worked on projects in New Zealand from Waikato to Wairarapa, and as far afield as Fiji and Micronesia.

Brendan Nikolaison

NZDE (Civil), MEngNZ - Civil/Design Engineer

Brendan has 10+ years of experience in Civil Engineering, beginning as a technician/surveying assistant and completing a New Zealand Diploma in Engineering (Civil) while working to emerge as an Engineering Technician. Brendan has worked as a Civil Engineering Designer before returning to undertake a Civil Engineer role in the team at Civil Services HB Ltd.
Brendan has competent experience with 3d modelling and geometric design, soil and rock logging and testing, survey set-out, topographical and as-built, CAD drafting and construction management.
Brendan has been involved in a wide range of projects throughout Hawke's Bay and further afield, including: Te Awa Estates Subdivision, Omarunui Landfill, Hawke's Bay Airport (runway extension and main building redevelopment), Aomarama earthdam construction, geological drilling in Central Hawke's Bay, retaining wall construction management, roading and subdivision construction, area-wide pavement treatment overlay and geometric designs around Hastings network, Ryman retirement village construction and many others.

Brendan is involved in the Engineering NZ community and is currently working towards his CPEng portfolio and accreditation.

Logan Evans

Engineering Technician

Logan has 5+ years' experience in Civil Engineering consulting, compaction verification, material description and logging, topographical surveying and project management.
Logan has completed a Nuclear Density Meter Users Course, and an Efficient Compaction Advanced Compaction course to further demonstrate an understanding of compaction methods and desired results.
Logan has been involved in a wide range of projects since joining the team at Civil Services including: Te Awa Estates subdivision, Ryman Retirement Village construction, Summerset Retirement Village construction, Hawke's Bay Regional Aquatic Centre construction, Hawke's Bay Sports Park Hall and Hostel construction, Omarunui Landfill compaction verification and topographical surveys, and Kainga Ora (formerly Housing NZ) gravel raft foundation construction

Jerram Hollis

Senior CAD Designer

Jerram is a Senior CAD Designer with 25 years of experience in civil engineering and 10 years of experience in geographic information systems (GIS).
Jerram has worked in a wide on a wide range of projects across New Zealand, The Pacific Islands and The United Kingdom, these projects have involved computer-aided design (CAD) work, GIS database input, land development, airport investigation, civil infrastructure design, landslip analysing, retaining wall inspection, geotechnical investigation, site survey, and project management.
Jerram has a wide range of knowledge in 12D design package helping to establish draughting and digital data procedures. Jerram has carried carry out site testing, survey work, managing site projects, and report writing.
Jerram prides himself on providing precise and accurate work, he expects only to produce work to the highest standards for both the client and for the company.

Hayden Nikolaison

BE (Hons), CPEng - Senior Geotechnical Engineer

Hayden is a Chartered Professional Engineer with a BE(Hons) from University of Canterbury. He has 11 years’ experience in geotechnical and civil engineering on projects across New Zealand and the Netherlands, including land development, bridges, highways, rail, pump stations, multi-storey and industrial buildings, and telecommunications infrastructure.
Hayden has scoped, advised on, designed solutions for and overseen construction of earthworks, underground services, shallow and deep foundations, retaining walls, basements, pump stations and bridges/civil structures. His experience also includes land damage assessment from the Christchurch earthquakes and a range of other natural disaster events across New Zealand.
Some of Hayden’s experience includes the following projects; Fonterra Biomass Boiler, Stirling, Otago, Residential apartment complex, Henderson, Auckland, Van Brienenoordbrug, Rotterdam, Netherlands, ProRail Geotechnical reviewer and advisor, Netherlands, Hyper-scale datacentre developments, Netherlands, Northern Corridor Improvements, Auckland, North Harbour Hockey Redevelopment, Auckland, Redoubt Ridge Subdivision, Flat Bush, Auckland, Tamaki Regeneration Land Development, Auckland, Central Hawke’s Bay District Land Transport Professional Services, Central Hawke’s Bay, Emergency works assessment, design and construction monitoring, CHB and Wairoa Districts, Chesterhope Bridge – seismic assessment and cycleway, Hastings

Nathan Galey

Engineering Assistant

Nate has 10+ years of experience in welding and fabrication in the agricultural sector, specialising in MIG welding, machining and robot welder programming and operating. Nate also has 5+ years of experience in mechanical engineering specialising in small four-stroke engines.
Nate has completed a Nuclear Density Meter Training course and their primary role is to assist the senior surveyors, engineers and technicians with a range of tasks, including, surveying, ground testing and compaction verification.
Nate is currently studying to further himself in the civil engineering sector.
